Allowing people drive without registration

Allowing people to drive without registration, insurance or drivers licenses. SB296 has caused enormous harm to the people of this State, in the form of hit and run accidents. Why is this horrible law allowed to stand? The State should just get rid of registration all together if this is the norm.
