Fix higher ed funding ratio

The legislature has to fully fund when cost of living adjustments are passed by NSHE. Providing only 2/3 funds puts the universities in a bind resulting in higher tuition and cuts of programs. Its been a problem a long time and there needs to be a better solution.

It's not the property owner's responsibility to pay for your kids education just because you didn't plan well. Some education is necessary for participation in society, but expecting those who pay the property taxes solely to pay for your kids higher education is unfair. Make it consumer driven, add it to the sales taxes. You need to participate in the payment of your kids economic costs, not to simply pass it onto taxpayers.
