Limit number of rentals, a person can own

We need to limit the number of rental properties an individual and corporation can own. Too many people, especially from out of state come in and buy a cheaper properties turn around and flip them and rent them out for a really high rates. These type of investors reduce the supply for first-time homebuyers and people with smaller budgets. Also, when they come in and buy multiple homes, they drive up the prices.
