You want to know what raises the "warming" temperature more so than a data center? building homes with dark roofs, building new dark colored city streets for millions of new dark colored vehicles all producing pollutants that also warm the environment. The data center pails in comparison to the heat production and retention.

Data centers have their role, AI is our future. In place of a ban perhaps we could consider other requirements.
No tax to benefit the community..
Must bring their own energy for the highest 300 hours per year.
Must limit water use
I'm sure others have more great ideas- I hope they get added.
