Speeding through town

Over 25 years ago I moved to Carson City. People would drive the speed limit through town, stop for pedestrians and just obey traffic laws and if someone would step over the line and speed or not let a pedestrian cross the street they were pulled over. The police were always nice and understanding and usually give a warning and that was great for the community. Now people speed through downtown, do not stop for pedestrians and, even though I see a lot of police, no one is stopped. Crazy to me how this awesome town doesn’t seem to care about this.
