Tougher on drugs and child endangerment

Why do we have court systems that will drop child endangerment/abuse charges because someone graduates drug court? Only to repeat the same behavior with 3 months cause the death of their spouse and then get the charges dropped down to just probation again? There is nothing in place to keep them from them the children while the case is active, in fact our family court will require a caregiver to give them visitation which gives the opportunity to manipulate the child to not testify. Our courts are broken. Also there are no laws in place that requires a person to call 911 if their spouse is in danger! What is wrong with Nevada?
